Maintaining a Line Between Nature and Human Life
Paradise garden, officially known as Okhla Bird Sanctuary (OBS) was one of the beautiful and mesmerizing gardens which used to attract more than one lakh migratory birds and 400 other species of birds from all over the world, mostly in winter season. Okhla Bird Sanctuary is considered a place of international significance and is located in the area of Gautam Budh Nagar, Uttar Pradesh. It is internationally recognized due to the availability of around 1200 to 1300 different species in its periphery.

Ministry of Environment and Forests (MOEF) got the recommendation from the UP government under the supervision of environmentalists to transform about 100 meter of eco sensitive zone among building projects and Okhla Bird Sanctuary.

In the year 2006, the Supreme Court passed order in favor of the MOEF and asked the state to notify eco-sensitive zones. Environmentalists of the state said that they have decided to dilute the limit for the eco- sensitive zone twice in duration of few months. This sanctuary was unable to handle various commercial and housing projects around the area for around one lakh residents.

Last year in the month of October, The National Green Tribunal (NGT) had asked 50 developers to stop the construction work of the projects which are located near the OBS as they don’t possess any kind of obligatory environmental permissions from the National Board for Wildlife.

Supreme Court again this year issued an order of judgment to revise the eco sensitive zone limit out of the way for mining activities in Goa Foundation case from 10 km to 1 km. On the other hand, Delhi also provided its recommendation related to the no-development zone to be fixed at 100 meter in the capital. Affidavit was released by the district forest officer, stating that the 1 km area surrounding the OBS was declared as an eco sensitive zone. Counsel of the state after the release of the affidavit said that such decision has to be taken with the consultation of various authorities.

Approval is still pending with the MOEF and the ministry has also not reached at any decision related to the buffer zone yet. Wildlife experts argue that the 100 meter limit is not sufficient for OBS and the construction work will also disturb natural rain and flow of water. Human presence around the area may disturb the species which travel there. They also believe that approximately 500 m of minimum limit should be maintained to avoid the disturbances.
